Because of the Special Attack drop that Leaf Storm induces it is best to use it against Pokemon that it can OHKO. Setup sweepers such as Wartortle and Klang appreciate Roselia's ability to remove or weaken bulkier Pokemon such as Machoke and Clefairy corsola; clef isn't staying in on rose regardless. Roselia appreciates Pokemon that can help mitigate its weakness to Ice-, Fire-, and Psychic-types such as Linoone-Galar, Piloswine, and Carkol. The former two in particular are worth mentioning thanks to their access to Stealth Rock as well as their ability to threaten Klang and Ferroseed who otherwise wall Roselia. i wish linoone-g got stealth rock but sadly that is not the case. carkol also cannot counter ice-types (which i think is what you're suggesting?), as NFE's "ice-types" include piloswine and 12 different water-types that happen to use ice beam.
