- Typing is nice for the tier
- Descent bulk, SpA, and Spe (low for Uber tier) make it versatile

[SET COMMENTS]

- Scarf Rotom hits 406 Spe with a Modest Nature (447 with Timid)
- Thunder hits Kyogre for a minimum of 81.58 effectively defeating it
- Hydro Pump provides coverage, and hits threats such as Groudon, (though Groudon is only 3HKO'd while sun is up)
- HP Fire 2HKO's Ferrothorn
- Volt Switch is for coverage
- HP Ice can 2HKO Groudon in sun

[ADDITIONAL COMMENTS]

- Timid Nature allows you to outspeed +1 Rayquaza and OHKO with HP Ice (Though you are OHKO'd by Outrage)
- Some EV's can be shifted into HP for longevity if needed
- Thunderbolt is usable over Thunder, however, 50% of all battles have a Kyogre in them, so it is safe to use Thunder

[Other Options]

- Shadow Ball is an option to hit Mewtwo super-effectively (Chance to OHKO after SR)
- HP Fighting can be used as it hits Ferrothorn and Dialga super-effectively but it leaves you open to Shaymin
- Trick can be used to stop walls and setup sweepers

[Checks and Counters]

- Ferrothorn in the rain, Palkia, Dialga (if missing HP Fighting)
- Giratina can take hits well (3-4HKO)
 
I think a bulky set with wisp / pain split and leftovers would be cool too. By the way, Hydro Pump won't 2HKO Groudon in the sun, so you should probably take that into account.

I honestly don't know about this.

Rotom-W is pretty medicore, it has no real defenses to speak of.

But look at this:

252 SpAtk Choice Specs Kyogre Water Spout vs 252 HP/252 SpDef Rotom-W: 75.66% - 89.14%
Entry hazards damage: 38
After entry hazards: 268 - 309 (88.16% - 101.64%)
12.5% chance to OHKO

252 HP/252+ SpDef has only 12.5% to be OHKOed by full powered Specs Water Spout from Kyogre and is able to 2HKO back with Thunder!

A defensive set could work, and about the Choice Scarf set, I don't know. It only has one thing over Scarf Palkia which is Volt Switch, we will have to test and see.

Providing some logs will help as well!

I was going to test the bulky set before posting it, but I did have intentions to post it. On the specs set, I'm not sure how well it will work. The power is nice, but with low speed in Ubers you would have to have a bulky specs set.
 
Sorry but the Scarf set is just bad. It doesn't even beat Jolly Rayquaza, and really looks like the only thing it can do is annoy Kyogre, which Palkia is way better at. Specs is too slow and weak to be worth even considering. A tank set is again too slow and just not bulky enough, especially without reliable recovery.

Rotom-W's stats just aren't good enough. It's got a nice typing, but it still takes way too much from stuff like Kyogre and Palkia. It's also too slow and can't revenge anything of note apart from probably Darkrai.

Because it isn't good enough. Scarf Rotom-W doesn't kill Rayquaza with Thunder. But basically, TOBES said whatever I want to say. Specs is way, way too slow and to be honest, bulky Rotom-W is dumb in Ubers.
 
I don't see any reason to use Rotom-W in Ubers. Average Defenses means you are gonna get killed even by Kyogre's Surf in two hits. You underspeed Scarf Kyogre as well. Hidden Power Fire doesn't even come close to KOing Ferrothorn if it's raining and it might also Leech Seed you.

Zekrom is way better as an Electric STAB Scarf user as well. Dialga doesn't care about you either even if you use Hidden Power Fighting. Any Arceus forms owns you bar those weak to Water or Electric. Giratina-O, Reshiram, Zekrom and even Palkia defeats you rather easily.

Rotom-W may be one of the best Pokemon in OU, but it faces severe issues in Ubers.

1) Too many common Water/Electric resists in the tier. Most notably, Dialga, Grass Arceus, Giratina-O, Giratina, Ferrothorn, and Zekrom. Reshiram walls it in the sun, and Palkia can take a few hits.

2) It's slightly frailer than Darkrai, and unlike Darkrai, Rotom-W doesn't sport any outstanding stats. And its awesome resistances won't save it from the powerful attacks from the likes of Kyogre and Dialga.

3) Faces severe competition from Palkia and Kyogre. Both have access to Hydro Pump/Surf and Thunder. While their Thunders aren't as powerful, keep in mind that Choiced Thunders isn't quite commonly thrown around so it's not that much of a loss. Plus, they have extended coverage via Ice Beam (Kyogre), or Spacial Rend/Fire Blast (Palkia). Oh and unlike Rotom-W, both Palkia and Kyogre possess a respectable amount of bulk.

4) Relies on rain to do much damage. Adding all of the issues above, Rotom-W's revenging abilities are held back by the fact that its strongest moves require rain to function properly. Although the damage caused by its Electric STAB is unaffected by weather, Rotom-W's Thunder has 50% acc in sunlight, and if you wish to get reliability, Thunderbolt is there as a much weaker option. Plus, as I mentioned earlier, Electric isn't exactly a great offensive type in the Uber metagame either. Most other Choice Scarfers in the metagame are not badly held back like this. Even Choice Scarf Reshiram, who appears to have rain issues, can still fire away devastating Draco Meteors and is still strong enough to destroy Steel-types with Blue Flare even though it has been weakened.

Rotom-W's saving grace is Levitate. Even then, it takes so much more damage in general than Kyogre and Palkia that Levitate isn't much of a compensation.
