oh and if a pokemon's ranking changes (from b+ to a- for example) midway through a round, will it be implemented immediately or at the start of the next round?

Probably should mention that. The tour will be based around the most recent changes to the ranks starting with the next round (so yes ranks and teams can rotate etc)
