Tournament RUWC VII - Administrative Decisions

So far we have 13 confirmed teams: US South, US West, US Northeast, Canada, France, UK, Germany, Spain, India, China, Brazil, Argentina, Venezuela.
Signups are still up for one more day, and several teams are one sign up away from qualifying, that includes: Europe, Italy, and Oceania.
After signups close, a roster thread will be posted and captains will be asked to submit their roster in the thread. Unlike last edition, we are not picking the captains, and are allowing teams to decide their own captains. In the case of countries having too many people wanting to captain, you can refer to me in case you have disputes regarding your teams and are unable to pick from the pool.

Hello! Oceania and Italy have now received enough signups to make their own teams bringing the total to 15. We have also decided that US West and US Midwest will merge. Both teams can form but not without preventing the other from forming due to overlap so we are merging them. To round out the last team and ensure that players from all regions get a chance we will have a Rest of the World team. We are going to contact the teams and inform them to get their rosters ready. The thread to post the rosters in will come out shortly. We hope to get everything ready in a timely fashion for pools starting next week.
ACT CALLS
SimpleOri vs Heni-San. Heni-San did not show up on time and team Oceania waited the proper amount of time and pinged team Germany but received no substitute. Result: Oceania gets an act win over Germany
Maxis23 vs Soul King. Soul King did not show up and no substitute was provided. Argentina has a valid act win.
There were no dead games in the pools phase.
RE Mo3ks vs Rylon / proszz
Rylon ended up playing Mo3ks after he proszz was subbed in over him. Both him and the captain thought that RUWC allows this when we never allowed that and communicated it to those who asked before and during the tournament. RUWC never adopted the rule that someone can sub in for one game but not another. We gave them the option of replaying the game with the proper substitute which they did.
Three different teams are currently tying, Spain, Argentina, and Oceania. There is going to be a three way tiebreak to determine which two teams will get top 8 then the tour will proceed as normal.
France, RoW, China, India, Brazil, and Canada have all qualified. Thanks to everyone for playing and see ya.

Spain called activity against China for the match of Darker123456 against Lhions. The game was scheduled at the start of the hour and team Spain pinged them at :10. Team China substituted Xqiht in over Darker however Xqiht only messaged Lhions after 30 minutes since the scheduled time had eclipsed and 20 minutes after they were pinged meaning the act win is valid and goes to Spain.
Beraldo vs MrAldo. I guess this game could still happen as the deadline hasn't passed but neither player has showed up at the scheduled time and RoW has already won so this match cannot change the outcome. Assuming it doesn't get played, it's going to take the ruling of a dead game.
