Sacred Ash Q

I was wondering if there is any special connection between sacred ash and Ho-Oh. It seems to have a loose connection with it in terms of location and rarity, but is it like a special hold item like soul dew or metal powder that increases Ho-Oh's stats, or just an incredibly powerful restoration item?

all it does is fully heal all pp and hp in your party..

but it's completely useless in competitive battling...
