I actually really love the idea of a Copytail set and I actually didn't even notice Samurott got Copycat. However I think the reasoning and idea behind how you have done the EV's slightly misguided. Even if it IS possible to outspeed non-speed invested Zapdos, Ludicolo and Celebi. It is akin to suicide as all you need is a slightly different varitation and you have just been nuked.

Samurott is not outspeeding anything significant with a base 70 speed other than very defensive fastish tanks, at best its only actual competition is Bold Suicune at 206 speed. Therefore just aim to outspeed what he comfortably can beat (124 EV's Neutral nature) and save the extra EV's for bulk or attack to pile on extra shuffle damage and run from what it can't take.

Even the max special attack isn't really needed as its major threat Hitmontop can be easily 2HKO'd with Hydro Pump with less s.atk EV's so even more can be freed up from there. Probably could do Neutral nature with 252 S.Atk EV's.

I didn't do any EV checks when I made the Copy-Tail set since it's unusable on PO at the moment due to Copycat still being bugged. (It still won't chain Copycats like it's supposed to.) Those EVs do look good though, Forsety.

I'd actually go with a Bold nature on Samurott, Dragon Tail is rather weak anyway and its main purpose is to p-haze.
