[Overview]
-So many offensive threats in RU are weak to Stealth Rock
-Sandslash is a very good at taking advantage of this as it can both set up rocks and spin them away, both pretty reliably
-Has impressive physical bulk, coming off a Def stat of 100 and an HP stat of 75
-Typing grants it very few weaknesses to types that commonly use physical attacks. acts as a good check to many physical attackers in the tier
-100 Atk allows Sandslash to dish out damage in return, packing alot of punch into it's earthquakes
-Swords Dance further increases it's power, allowing it to turn into a somewhat offensive threat
-No reliable recovery
-Sucks at taking special hits, and has a lot of weaknesses in that regard

-One of the most reliable spinners in RU
-Rapid Spin is an obvious move for it's ablility to clear the field for sweepers weak to Rocks
-Swords dance allows it to grab boosts on switches (Particularly those into Ghost-types trying to spin block)
-Earthquake is a reliable STAB move, it gets a 2HKO on every non-Levitate ghost type after a Swords Dance
-Stone Edge is a good possibility because it provides near perfect coverage with Earthquake
-Night Slash is a good option as well, however, netting an unboosted OHKO on Hanter and a +2 OHKO on bulky Rotom. Also, it has much better accuracy than Stone Edge
-Lum Berry is chosen to allow Sandslash to shrug off a Will-o-Wisp from the ghost types that come in to spin block
-Leftovers is also good, increasing Sandslash's life span

[ADDITIONAL COMMENTS]
-Max Atk to beat some of the more physically bulky ghosts like Cofagrigus and Dusknoir
-Rest of the EVs added to increase bulk, showcasing great Physical Defense and allowing it to check some common offensive threats
-Poison-types like Nidoqueen or Qwilfish are great to have as teamates, as they can get rid of Toxic spikes that would otherwise force Sandslash to consume it's Lum Berry upon switch in
-Wish support is always good to have due to Sandslash being a nice check to physical attackers, but lacking a reliable recovery move

Ghosts will wall it to oblivion if you don't carry Night Slash. Otherwise, Mandibuzz will wall it to no end.
 
Sandslash is definitely not a reliable spinner. Furthermore, I feel like so far, you're just listing the facts that are already in the current analysis; thus, I don't feel that Sandslash needs an update. Sandslash didn't change at all in BW2, so we can just make minor changes (such as removing that it's one of the most reliable users of Rapid Spin) via SCMS.

I'm going to make an executive decision and say that Sandslash indeed does not require an update at the moment. All changes are minor enough to be handled through editing the SCMS. Sorry about that!
