In Wi-Fi Secret Power has a 30% chance of causing paralyzation, so basically its a weaker Body Slam, that some Pokemon can use who don't have Body Slam, like Bibarel, yet its not so common "kindda like Magic Coat but less"...so why not ?
 
Oh ok, but that's just another example, you still haven't answered my question "why isn't used much?".
 
Well, that's the point. Most everything gets Body Slam via Move Tutor. Body Slam > Secret Power.

Of course, that's only when Body Slam is available. If it's not available, then Secret Power may be used. But nothing really seems to need to use it, frankly.
 
Well why would Togekiss need Body Slam or Secret Power when it is able to use T-wave? I would rather have 100% para rate over some damage off of its base 50 (I think) attack and a 60% para rate.

some people don't like that electivire can come in on twave, so they opt for body slam on togekiss.
