Surf is an alternative Water STAB with more power than Scald and more accuracy than Hydro Pump, but the extra power or the burn chance is generally better. This set is basically made for rain teams, so Politoed is a no-brainer as a teammate. If Seismitoad runs Hidden Power Bug, Pokemon that like Celebi eliminated, such as Breloom and Thundurus-T, are good teammates. Gyarados also appreciates Seismitoad's support because Seismitoad can switch in on offensive Rotom-W easily and Hydro Pump away. Seismitoad hates Grass-types such Ferrothorn and Amoonguss, so having a teammate to handle them is a good idea; Moltres, Volcarona, and Tornadus tend to be good partners to eliminate them. Basically everything that appreciate celebi gone is a good teammate. Also, gyarados appreciate its support because it can switch in on rotom-w easily and mantain offensive presence.
Grass types like ferrothorn can beat it fairly easily
Easily revenge killed by anything faster with a good attack
Focus blast its usable as well to 2ko ferrothorn and hit rotom-w harder
Scald to burn stuff like ferrothorn

This thing is like a 'supporting attacker', not a standalone.

AC mention Surf for the accuracy -- stronger than Scald.

Slash Scald -- it has enough power in rain and more importantly that burn chance.

You have made no mention of how this set takes care of both offensive and defensive Water-types to a degree, which is one of the main selling points of this set. Add this information to the set comments.

Seismitoad can also go offensive for those offensive rain teams that need both Water Absorb and Stealth Rock in one set. It is capable of handling both offensive and defensive water types to a certain degree, such as Rotom-W and Choiced Politoed. It is fast enough to outspeed most defensive and supportive pokemon; however, offensive opponents can outspeed it rather easily. It also beats Electric types, sans Grass Knot Thundurus-T. You gave examples of two Water types in the second sentence, but I don't know how well Seismitoad can beat either of them. With a Timid Nature, it can only 3HKO SDef Rotom-W. And although it can't attack Seismitoad, it can burn it and then Pain Split stall it until it dies, or at least do significant damage. Politoed (at least, offensive variants) commonly carry HP Grass, so it'll have to watch out for that. Defensive versions will just Toxic Seismitoad, which will wear Seismitoad down even quicker, especially with Protect. in the rest of the paragraph, you fail to really give other specific examples. You should specify which key defensive and support Pokémon it outspeeds, which important offensive Pokémon outspeed it, which specially bulky Pokémon can tank a Hydro Pump (for example, Jirachi is very specially bulky, so is Heatran, but neither can take a Hydro Pump), and finally which physical attackers it can lure in and burn with Scald (Breloom comes to mind). The reason you shouldn't be so vague is because, for example, obviously Terrakion would hate being burned by Scald, but Terrakion isn't going to switch in on Seismitoad. On the other hand, people reading this should know exactly what it is that they are going to be good against, have problems with, be outsped by, etc. It's your job to make sure they get that information.

Same goes for this quote. What appreciates Celebi being gone? Also, you mentioned that Seismitoad hates Breloom, but actually this isn't the case. HP Ice has a 50% chance to OHKO after Rocks, and Hydro Pump has a 25% chance. Plus it isn't unlikely that Breloom will take a tiny bit of damage before switching into Seismitoed. In fact, one of the best reasons to use Seismitoad is to lure Breloom :O

Finally, Stealth Rock is rather easy to set up thanks to its good typing, and its two immunities.
You mentioned in the first sentence that Stealth Rock was the biggest reason to use Seismitoad but you only give it a one sentence mention? You should probably expand on this.

Hidden Power Ice also hits Breloom 25% harder than Hydro Pump.
Either remove or reword this, as Hydro Pump in rain is only slightly weaker than Hidden Power Ice, for only 5 BP (135 vs 140) against Breloom.

Just saying, I'm p sure Energy Ball is legit on Jirachi, and it might have that on the set. I believe it's one of the lure sets.

Just saying, I'm p sure Energy Ball is legit on Jirachi, and it might have that on the set. I believe it's one of the lure sets.
Kingler12345 is correct. I missed it as the second slash on the fourth slot of the sixth set. You can readd that example if you want.

Edit: However, please call it Energy Ball mixed Jirachi instead of mixed Energy Ball Jirachi because it is a variant of the mixed attacker set with Energy Ball not a mixed variant of the Energy Ball set.
