Approved Shift User List during Tournaments

On mobile UI, it can become impossible to tell what format the tournament is in because the user list blocks the way. I propose that the user list button is shifted to under the tournament UI as long as it is active.

Mostly not a problem on the Preact client. It's not completely fixed but I consider it less urgent here.
