With Kyogre being an Uber, which he should be, Manaphy does not have a source of unlimited rain to allow him to properly utilize hydro/resting . . . which is the main argument as to why he is an uber. Some people might say “Tailglow” but this is just another name for “Nasty Plot"
With people utilizing Tyranitar, Hippodown and Abomasnow left and right it would be easy to catch Manaphy during a rest turn -or- if a pokemon used Sunny Day to turn off the rain Manaphy would be at a huge disadvntage . . . now I know people will be up in arms about how pokemon shouldn't have to use one of these 3 or be forced to carry Sunny Day to take out Manaphy but all of these tools are great in their own right, besides people go to great lengths already just to take out Tyrantiar, Blissey and Garchomp.
The idea behind the metagame is to see if allowing a pokemon will "centralize" things too much. I would much rather face a Manaphy, which wihtout Grass Knot is easly walled by Bulky Waters and without Ice Beam can be stopped by Abomasnow . . . and all sets can be stopped by a Clam Mind Blissey, instead of a Woobuffet or Deoxys-E.
Manaphy is a vialbe tool in Ubers but could also find a place at home in OU just like Metagross, Tyranitar, Blissey and others who can compete in both circles.
