That battle was in Balanced Hackmons, where pokemon do not have to be legal and species clause does not apply.

Moonblast / Ice Beam / Aromatherapy / Dazzling Gleam Xerneas. Because Moonblast + Ice Beam gives you such good coverage that you can just afford to run a useless filler move. Well, it's not "perfect" per se, since it can't hit Steel-Types. Or Fire-Types.
