There's no real way to know but a Flawless Kyogre is possible to achieve :) Keep it and/or trade it for some other legendary you want from a trade thread.

Does it have any ribbons attached? and yes that's true, but, honestly. I think most of the people peddling JPN tagged GTS-obtained legendaries aren't sure of their legitimacy right now. All of them are legal enough to be put on GTS in the first place though.
