To help you out a bit more, have a pokemon that has the ability Frisk that can also learn Theif (I use Gourgeist in my case). Using that ability will alert you if the pokemon has a held item. Magneton can also be found in the Lost Hotel as well.

Normal types can hit Rock and Steel types. Ghosts, Ghost+Fighting is perfect coverage outside of Trick-or-Treat gags.

Maybe that'd be the case for an actual competitive team... but this is the storyline, and since hydro pump has max 8 PP you might wanna run something higher (and more accurate). So, Surf.Hydro Pump. Power is always the priority on pokemon that are offensive threats, not defensive, as it seems you're going for.

You're going to need to dedicate a Pokemon to surfing though :p.Eh, it's still better IMO to use Hydro Pump, since missing won't be so much of a problem in story. Actually, Water Pulse might be more viable if you plan on using Mega Blastoise, max of 32 PP, deals the same as surf.

For ingame stuff, I usually aim for medium power (60-90) and reliable acc (90+) with at LEAST 10 PP. Bastoise, its probably your Surf pokemon, so not much point in Hydro Pump. You'd just need a pokemon center every few minutes for nothing.
