It doesn't really need HP Ground, you can always use other sets. I've got Substitute | Toxic | Ice Beam | Roost, on Smogon's Pokédex is an Articuno with Substitute | Hurriance | Freeze Dry | Roost. Nice catch there!

Mewtwo's speed tier is so important that even defensive sets run +speed spreads. I would settle for no less than a positive speed nature and 31 in speed.

If you must settle for imperfect then a 26 speed IV (with + nature and 252 EVs) lets regular/MMX beat Shaymin-S by one point at level 100 (27 @ lv50). A 22 speed IV lets MMY outspeed M-Manectric by one point at level 100 (23 @ lv50). I'm just looking at the speed tiers on serebii and just looking at what is below Mewtwo, so idk this isn't really a definitive answer, just giving you info that might help. I would still keep trying for a 31 though...
