I don't think that's possible unless you meet in person; didn't the DS games have their Wi-Fi servers shut down years ago?

Trading is still technically possible - if you can use the Poke Classic Network (website here).
The Poke Classic Network is a fan-run server the provides wifi services for Gen 4-5 games. It's not difficult to access if you follow the steps, but it is somewhat legally questionable due to its nature. However, it's a fantastic service if you want to access wifi-only content (cough cough, World Ability Ribbon) for those games.
Normally I'd have offered to help, but it's difficult for me to access it beacuse my modem literally doesn't have the correct DNS protocol so it fails unless I do some annoying permission stuff - which I don't have time to do. Sorry :/

I have a ghastly with pokerus I can trade. The squirtle sounds great.

That's what I thought, but there's a work around using other host servers apparently. I followed the instructions in this youtube video and was able to trade and battle via WiFi club :)

Issues appear to be resolved; I've set up a room (code 42753965). I'll take the flawless Squirtle.
Poké Radar chaining is about as good as you'll get. You can get guaranteed IVs as outlined in this page on Serebii (note that unfortunately the guaranteed 5 IVs happens on your 100th chain, not 99th, not 101st, just #100).
