Am I missing something or shouldn't the winner of the tiebreaker be the 15th seed and the second place be 16th?

Consider this, if the people in the tiebreak perceive the first seed to be weaker than the second (not to say that's the case here, but bear with me) then they could throw one of the series on purpose to get matched up with the weaker player and that's not something the TD's would want encouraged

oh tbh I was just looking at the graphics that have #1 and #2 in em. Didn't read the text. Who reads? I look at pictures.
