So when does Wobuffet get it's vote?

Since the Smogon Shoddy battle server opened, three pokemon have been banned from the OU ladder. Wobuffet, Garchomp, and Deo-E. Smogon gave the community the chance to decide the fate of two out of 4 of these pokemon. Why wasn't Wobuffet voted on? Does it seem fair that we are testing and planning to test many suspects to enhance and balance the OU meta, but Wobuffet seems to have been swept under the rug without a vote?
 
There was a different format for voting on Wobbuffet, but it was voted on and deemed uber.
