If Excadrill moves to the Top Level and you are on the Top Level, go to the Bottom Level

Remember to post each Mon's postition it'll be easier for everyone involved, Currently Butterfree is on the bottom level and mons start on the top level. Aside from that, thank you for reffing!

Round One Action One
Excadrill navigated through the pillars to a small passageway that sloped downwards. After squeezing downstairs, he had to duck through the doorway to leave the corridor and Butterfree became visible. Butterfree saw Excadrill on the same level and flew away, up to the top floor.
Action Two
Excadrill watched Butterfree fly upstairs and immediately turned back to his passage. After squeezing back through the passage, He stepped out into the much more spacious floor, where Butterfree was flying high and noticed him right away. Butterfree floated back down to the bottom floor.
Action Three
Excadrill didn't bother with the passage this time, deciding to instead jump down the one way ledge that forces you to walk though tall grass and attract every pokemon in the entire game especially if their name is Zubat and WHERE IS MY FREAKING REPEL? Butterfree Don't give a f**k and slew straigh back over the one way ledge Excadrill just dropped from.
Legendary Action
Palkia distorted an area of space around Excadrill, and did a thing that bent his body in a painful manner. The pillars on either side of Excadrill started to turn to liquid before Palkia stopped. When Palkia stopped, he apparated from the arena.

If this stall war is how the battle plays out, there will be no flavour in future rounds.
I think that is how a legend appearance works, appears and does nothing, acts, acts and disappears?
What happens is that, if no legendary pokemon is there, there is a 1/6 chance of each one appearing (1/2 chance of any one of them appearing). On the second round that they are in play, they will use an item from the list. Uxie, Mespirit, and Azelf are watching the battle, but will do nothing unless attacked. If Dialga, Palkia, or Cresselia are attacked, they will no longer leave the battlefield. Therefore, Palkia would not have been present for this past round, leaving Excadrill undamaged, and you would roll an RNG to determine whether or not a legend appears and, if they do appear, which one.
Sandstorm-Chill-Hone Claws
If Butterfree moves to the top level and Excadrill is on the top level, move to the bottom level and push back.
If Butterfree moves to the bottom level and Excadrill is on the bottom level, move to the top level and push back.
NOTE: Weather effects such as sandstorm only effect one floor in the following calculations as "Pokemon on different levels may not attack each other." If Sandstorm could in fact effect both floors, logically moves such as Gust would be able to attack both floors. Also, if Mulan and Ute agree that Sandstorm should effect both floors, it will also count as an attack on any of the legends who are watching. Mulan may want to make a note of this in his/her/their arena. Anyway, happy battling!

Round Two Action One
Excadrill started a sandstorm which blasted through the bottom floor, intensified by the lowered ceiling. Butterfree floated among the pillars on the top floor, observing the patterns in which the light pulsed through them from ceiling to floor as well as along the floor to the walls.

Excadrill rested on his haunches as the tiny sand particles ravaged the bottom floor around him. Butterfree used magic to hover in place as she gave a few strengthened flaps which sent a heavy wind barreling through the pillars, causing a the whistling of a thousand whales to be heard.

Excadrill sharpened his claws in preparation for battle. One round to deal as much damage as possible before his claws became blunt once more. Butterfree Flew head first into a pillar, but it didn't budge.

So the ruling I decided upon and reasoning are as follows:
The type (flying) of moving between levels doesn't seem to have any effect on the command itself, therefore, CT would be neither Set nor Force. I would allow either command as part of a combo as they are movement commands and not attacks, therefore, these should be able to be combined with most other moves. From the three options left, the attack is not easily redefined (it cannot change at all) therefore it cannot be Deferring. Finally, Of the remaining two, I would elimiate Elemental and define the command as a Passive CT.
Move Up+Move Down combo (Move up and then back down in a combination)-Cooldown(Rock Slide)-Rock Slide
If the combo would not be allowed, then Move Up-Move Down-Move Up.

Round Three Action One
Butterfree tried, again to blast away the pillars with a strong gust of wind. Using BLACK MAGIC, she stayed in the same place as she beat her wings hard and fast. Whales called out once more as the wind blew through the pillars. One of the pillars near Butterfree creaked and the lights stopped running its length.
Excadrill hustle through the secret tunnel he found to the top floor, out of the sandstorm. He came barreling through the small tunnel, knocked the two nearest pillars down and kept going, charging to the edge of the floor and jumped right back down to where he started. Wait... What?

Action Two
Butterfree yelped in fright as the two pillars were felled, however, she still wanted to knock one over herself. She flew in close and used as much force as she could to smash her head into the pillar. When she inspected the site of the collusion, there was a large crack in the pillar, about halfway up.
Excadrill looked around and observed the effects of the sandstorm. Several blocks' edges were now rounded due to the raging sand. Finally starting to catch his breath again, Excadrill began to prepare his next attack. (never had so much flavour for a cooldown)

Action Three
Excadrill moved before he heard Butterfree's ruckus upstairs. He summoned every small piece of the pillars he broke upstairs and brought them to his location. While the shards were suspended in the air, Excadrill moved between them, touching a few and knocking a few more away. The Pokemon took a pair of steps backwards and thrust the stones in front of him before releasing them to fall heavily on the ground.
Butterfree used her FIRE MAGIC to hold herself in place and gave another attempt at blowing the pillar down. The gust of wind hit directly where she left a crack from her tackle and a large chunk flew out. The pillar started to collapse. Before it touched the ground, a white aura surrounded it as well as the shards downstairs and reassembled the broken pillars. The Arena had restored itself to a minty condition.

Legendary Action
A Pokemon flickered into existence. The LEGEN-wait for it-DARY Cresselia had come to observe the battle!
Actuall "Move Up a Level" is a specific command defined in the first post. I'm still awaiting a ruling (posted in the Ask a Simple Question so you can be sure I actually got one) whether a combo including a specified command (as opposed to the command alone) would still activate a sub.
In short, we wait for a ruling before Cheese revises the round.
Ute's substitute was a conditional positioning Sub. As Excadrill moved after Butterfree action one, I see no reasoning why Butterfree's sub would have activated, especially seeing as the Excadrill moved up and down in the same action and even if it did, the sub would have activated again a2, leading to Excadrill's Rock Slide missing anyway, so I don't see what the problem here is?
