Add a ghost pokemon to block rapid spinners. You dont want all your hard work ruined because setting up again is a bitch.

Forretress is a terrible starter. You get Flamethrowered by Salamence, Taunted by Gyarados, put to sleep by anything with a sleep move, and you can't even touch Gengar. You have nothing to protect your team from Rapid Spin (*hintGhosttypehint*) so any spinner easily comes in and destroys your hard work.
Forretress is good, but not a good lead.

3 Water types? Why?
Roserade takes out 5/6th of your team (assuming it has Hidden Power Fire) and takes care of Salamence with Sleep Powder. It can survive Starmie's Psychic as well, because for some reason, you decided to use Timid instead of Modest.

You can put Dusclops over Suicune as an Anti-Spinner or use Scarfed Gengar over Starmie if you want a Ghost that can sweep and revenge-kill.

This set will work at least half the time because of the many starters that carry fire moves but just a word of advice; wait until late game to explode. Otherwise, you won't have any early game defense against spikes and stealth rock which is the point of running rapid spin. In my opinion it would be better to get an early Stealth Rock to do 25% to flying types every time they switch in since your strategy is based on your opponent being hurt by switching in and because nothing that switches in can avoid being hurt by Stealth Rock.

If this is a Shoddy Battle team I would use Hidden Power Electric over surf since nothing resists the an electric ice combo (Boltbeam). Otherwise this looks good.

If you decide, to run Stealth Rock on Forretress, then there isn't a point in having to Stealth Rock users and Swampert always benefits from being able to recover (something the rest of your team lacks). Chesto Berry can work if you decide to run Rest in ordder to get a free turn of free HP recovery.

Timid/Modest (Modest allows for extra power since you'll be outspeeding the majority of the OU metagame with Choice Scarf no matter what nature you use).

Grass Knot

surf

While Starmie does get STAB from Psychic, it is a much better idea to use Grass Knot in my opinion. It allows Starmie to do much more damage to Swampert.

The only special Dragon move I ever use is Draco Meteor because of the insane base power it has. however in a situation where you would be using Dragon Pulse, it would be better to use Hidden Power Ice. Hidden Power Ice has a lot more coverage and hits Pokemon like Gliscor or Tangrowth who switch in assuming you are running a physical Slamence set.

I'm wondering why you happen to be using the AgiliGross EV spread on a Choice Band Metagross. Was this a mistake or is there a reasoning behind it?

As mentioned before, if there's anything a team that revolves around Spikes and Stealth Rock needs, it's a Ghost Pokemon to block rapid spin. Dusknoir is the best Pokemon for this job being that he makes a very good wall. Of course, another option you could consider is to use a Scarfed Gengar over Starmie since you already have Salamence and Suicune using water moves (you wouldn't lose much coverage).

Edit: aragorn beat me to it

You might want a Pseudo Phazer in there as well. Taunting a shuffle team can prove devastating to your strategy. Screech, Metal Sound, Charm, Fake Tears all help with this.
