Octillery's bountiful coverage options and great offensive stats cannot compensate for its poor Speed and bulk. It is outclassed by Poliwrath and Jynx, with the former boasting a Water immunity and priority in Vacuum Wave, and the latter having Lovely Kiss and Trick, and both have better Speed and secondary typings.

Octillery can use a specially offensive set to threaten walls like Stunfisk, Altaria, and Tangela with its coverage, but its horrible Speed and low bulk make it too susceptible to getting KOed before it launches an attack, not to mention certain Special walls like Articuno and Alcremie that can still potentially beat it one-on-one. Special attackers like Poliwrath and Jynx outclass it thanks to their better Speed, secondary typings, and additional utility outside of wallbreaking.

Poliwrath and Silvally-Water are far better as specially offensive wallbreakers, with the former boasting a secondary typing and a Water immunity, while the latter has U-turn and Defog, and both having better Speed and all-around bulk. (I don't get why U-turn and Defog are being mentioned if you're saying it's a better wallbreaker, I would understand if you frame the argument to say special attackers in general/or the fact that they arent just limited to a single role which octillery is mid at)

Specially offensive Water-types like Poliwrath and Silvally-Water outclass it thanks to their better Speed and all-around bulk while still having comparable coverage options.
