I think max spdef (i.e. the standard av) would be better all around, cause weather ball kinda bounces off and means that tang can check it more than just once 252+ SpA Choice Specs Seismitoad Weather Ball (100 BP Water) vs. 252 HP / 252+ SpD Assault Vest Tangrowth in Rain: 109-129 (26.9 - 31.9%). This is the standard AV tang spread, no much need for specific evs. However if you wanna leave your submission the way it is then it's fine, no problems with that either : )

Mantine is a counter due to it's immunity to both of Seismitoad's STAB typings + having an extraordinary special defense stat allowing it to take Grass Knot and Icy Wind with ease. Considering Scald is boosted by rain, Mantine is able to trade hits with Seismitoad to It's favor and can simply use Roost everytime it gets low on HP. Toxic is also an option as it's a much safer method whilst also crippling Seismitoad later into the game.

As much as this works as a counter, Goodra just isn't viable and as far as I know; never was in Gen 8. I'm not even talking about viability rankings, Goodra; plain and simple isn't good enough to be a submission.

I'm guessing this indicates that it would be recommended to use Pokemon in the viability rankings but I guess you don't need to. The pokemon just needs to be viable in the metagame somehow.

Mantine for example, was taken off the viability rankings some time ago but it's still viable since it can blanket check a lot of special attackers.

It requires a lot of hax to even get past zapdos at +2 as it requires to not only get flinches but also not get para'ed in which then it just gets heat wave twice and it loses outside of sand and in sand you can just fish for 25% full para.

Being the overall best Counter to Excadrill since the generation they both were introduced, Physically Defensive Landorus-T is and (unless Exca gets ice coverage or something) a Counter to Excadrill. It can switch into Excadrill very comfortably due to Intimidate lowering its Attack on switchin and is completely immune to opposing Earthquakes. Even if switching in on an Iron Head, with full HP investment and some defensive investment, a 1.5x Iron Head still merely 3HKOs Lando, with boosted Rapid Spin not even doing enough damage to be worth mentioning. After switching in, Lando can either hit the frail Excadrill back with its own STAB Earthquake for a guaranteed OHKO, set Stealth Rock in the case that Excadrill switches out, inflict status on any switchins or even chip the switchin/Excadrill and remove their item.

Defensive Landorus-T is a Counter to Excadrill
