Week 1: 1st 5th 9th 13th
Week 2: 2nd 6th 10th 14th
Week 3: 3rd 7th 11th 15th
Week 4: 4th 8th 12th 16th

Each week four people qualify and to keep things simple, seeding is based purely off points. Basically, the top 16 that qualify will all be seeded based on the points they qualified with.

Upon reviewing the criteria for seeding in the OP, I decided to remove the rule of "the higher seed going to the player who qualified first." After thinking it over I found that this aspect of seeding complicates things unnecessarily, so I have edited the OP to reflect that.

I also have an announcement to make regarding seeding. In last year's ladder tour, players could try to get a better position without losing anything. After reviewing this as well I decided to add onto that: by attempting to get a better position you run the risk of getting less points and worse seeding position. Check the fourth paragraph of the OP for more detail.
