I recommend that you change Rotom EV Spread to Bold 252 HP/156 Def/100 Sdef, so you'll ensure that max satk starmie (without any boosting item) will never 2HKO you with Surf.
However, LO Starmie will still win against you...and that's another reason to give CS TTar a try, so you could possibly pursuit her to death.
I'm only saying this because in today's metagame, Starmie is the only effective spinner.
