Starmie is one of the best breakers in the tier, able to 2hko the vast majority of the tier with its powerful STABS and decently strong coverage. Hydro Pump is the best option for a water stab as it hits very strong but Surf can be an option for the higher accuraccy and PP. Psyshock is generally your go-to Psychic stab due to it being able to punish Blissey much more effectively. Ice Beam lets you hit Latias and Mega Altaria which would otherwise wall you. Finally Rapid Spin or Flip Turn is generally the last slot for either hazard removal or pivoting, it is also worth nothing that Rapid Spin boosts your speed preventing you from being pursuit trapped making you even more dangerous. Thunderbolt can also be run here to hit Slowking, Mega-Slowbro and other Starmie.
Analytic lets you punish switchins significantly harder essentially giving you another Life Orb, and renders Natural Cure inferior.
Life Orb is the go-to item to boost your damage significantly as well but Colbur Berry is worth nothing as it partially solves your weakness to Pursuit trappers.

Starmie is relatively frail and as such it appreciates pivots such as Rotom-Heat, Infernape, and Scizor. It also appreciates mons that can blow past specially defensive mons such as Terrakion, Urshifu-RS, and Infernape also does this well. It should be noted that Urshifu and Starmie really exploit each other checks particularly well. Addtionally, Weavile makes a fantastic partner due to its abliity to pursuit traps Latias and weakens Blissey on the switch so Psyshock always 2hkos. It also greatly appreciates hazard support as it helps it get many targets into range of being 2hko'd, and as such partners such as Rhyperior and Hippowdon are great with it.

Starmie is a functional spinner due to its ability to check common rockers such as Mega-Diancie, Hippowdon, and Rhyperior and brings utility via spreading burns and pivoting.
Scald is the best stab here, serving to annoy common switchins such as Amoonguss and Latias by fishing for burns. Rapid Spin lets you remove hazards and it should be noted that the speed boost can come in handy such as versus Weavile where you can potentially win the 50/50 with the extra speed. Recover lets you stay sufficient for the duration of a match, and the last move is typically either Flip Turn or Toxic. Flip Turn lets you pivot into another pokemon after removing hazards, but Toxic lets you punish pokemon like Latias, Rotom-Wash, and Seismitoad who could otherwise come in virtually for free. Natural Cure is the best option here to shrug off status and since you aren't looking to be a wallbreaker here Analytic is inferior. The EVs let you be as bulky as possible while being as fast as possible.
Heavy Duty Boots lets you come in on hazards multiple times and spin them away,
Some natural partners are Weavile and Terrakion who appreciate the pivoting Starmie provides and blows past annoying walls such as Amoonguss , Latias and Blissey, additionally Weavile greatly appreciates the hazard control. It can also form a voltturn core with others such as Rotom-Heat and Scizor. Finally, if running Toxic, pokemon such as Infernape appreciate it luring Latias and Mega-Altaria to an extent.
