Hydro Pump is an option over Surf to maximize damage on neutral targets in exchange for accuracy, although missing is a concern due to Starmie's below-average bulk. Ice Beam hits Grass- and Dragon-types such as Zarude, Roserade, and Noivern. Grass Knot nails bulky Water-types such as Milotic, Seismitoad, and Suicune. Thunderbolt is an option that hits Volcanion and revenge kills Golisopod, although it misses out on Seismitoad and Gastrodon. Psyshock hits Dragalge and Snorlax harder and eases prediction. Recover can be used if these aren't a concern, and Starmie can take advantage of forced switches to regain health and continue firing off hits later. Pokemon that deal with special blanket checks, like Umbreon and Porygon2, are appreciated. Pangoro, Obstagoon, and Heracross are good options. Finally, cleaners such as Sharpedo and Entei can take advantage of the holes Starmie breaks into opponents' teams to sweep.

I would rephrase that to mention Surf first and follow the slash order, just a bit of a personal touch here but I think if you have Surf / Hydro Pump you should justify why Surf is the prefered option and Hydro an alternative if you're fine with missing while the way it is sounds like the other way around, I would go with something like
"Surf is an accurate STAB that does good damage, but Hydro Pump is an option to maximize the damage in exchange for accuracy, although missing is a concern due to Starmie's below-average bulk."
Pivots like Zarude and Incineroar can bring it into pokemon it threatens such as Diancie.
Weird that you'd only mention Diancie, which is a Pokemon that might switch into Incineroar, but not into Zarude, maybe you could mention Weezing-G as well
