Maximizing Speed EVs with a Timid nature allows Mesprit to Speed tie with major threats such as Shiftry and Kabutops, as well as outspeed Jolly Hitmonchan and maximum Speed Modest Magmortar. Leftovers is used here in order to provide Mesprit with passive recovery and allow it to set up more Substitutes. 48 Special Attack EVs give Mesprit a near-guaranteed chance to OHKO Shiftry with Ice Beam after a single Calm Mind boost. If needed, Mesprit can run an alternate spread of 200 HP / 56 SpA / 252 Spe, which guarantees a KO on Shiftry after a single Calm Mind boost, although it loses some Leftovers recovery. The remaining EVs are then put into HP, as it makes Mesprit's Substitutes much bulkier and allows it to set up on a larger number of Pokemon in the tier while maximizing Leftovers recovery.

Usage Tips
========

Mesprit should be switched into many of the tier's defensive Pokemon, such as Mega Audino, Gastrodon, and Lanturn, and then set up a Substitute, as they often lack a way to break it. After it has a Substitute up, Mesprit can proceed to force out these Pokemon or easily set up Calm Minds on them. Mesprit is also able to force out a large number of the tier's Fighting- and Poison-types, such as Hariyama, Hitmonchan, and Weezing, as they do not appreciate taking a STAB Psyshock, and set up a Substitute or Calm Mind; however, it can often only switch in on a predicted double switch or Fighting-type attack, as it detests losing its Leftovers from a Knock Off, which Fighting-types often carry. Thunder Wave support from Mega Audino, Clefairy, or Miltank helps this Mesprit set tremendously, as it allows it to outspeed a large number of threats such as Floatzel and Archeops and grants it more opportunities to set up Substitutes on many more Pokemon. Wish and Heal Bell support from Mega Audino can also assist this Mesprit set to play more aggressively in the mid-game, giving it more opportunities to switch into status while still being able to set up in the late-game. Fighting-type teammates such as Gurdurr, Hitmonchan, and Hariyama can come in on Dark-types, which threaten Mesprit, while Mesprit can easily come in on, threaten out, and set up a Substitute on the Poison-types that wall them. If Mesprit is running Signal Beam, it can even combat enemy Psychic-types, while Ice Beam variants also beat Xatu. As Ice Beam variants of this set struggle to effectively beat enemy Psychic-types, it can often be helpful to pair this Pokemon with Dark-types, which can threaten enemy Psychic- and Ghost-types, both of which can threaten Mesprit and prevent it from sweeping. This is quite minor but 208 HP / 48 SpA / 252 Spe hits a Leftovers number so Mesprit gets an extra point of HP per turn, while still having a 94% chance to OHKO on Shiftry at +1 with Ice Beam. This is quite a rare situation and getting the extra HP recovery per turn is probably more important in the long term, especially since Shiftry will usually take some residual damage at this point and you also have Signal Beam as an option. You should also mention in usage tips that Substitute lets Mesprit bypass Sucker Punch from Pokemon such as Skuntank and maybe mention Cacturne (Shiftry would probably just Knock Off or switch). Give examples of Fighting-types that this set can switch into (read, not Knock Off users), and emphasise that you should probably save this set until the late game as it's not got enough power to clean sweep until certain checks are weakened or removed.
 
Set:

Deslash Signal Beam, this was discussed a fair bit with the QC team and overall hitting the targets of Ice Beam (bulky grounds / xatu / etc) are much more important than hitting Malamar and Musharna harder, because if your teams general check to Malamar is a non Colbur not max Special Attack Mesprit the team probably has lots of other issues. That being said, I'm fine with leaving it in moves.

Moves:
Psyshock is a great STAB move of Mesprit, and allows it to win CM wars against Mega-Audino, and break threats such as Hariyama and Assault Vest Hariyama much more easily.
I'm assuming you meant Hitmonchan in place of one of these. In the first part, be explicit with what the function of Psyshock is, which is hitting the target on the Physical defense instead of Special Defense. You can also add that it hits Magmortar harder.

Mention more targets of Ice Beam, such as physically bulky Pokemon like Xatu, Rhydon, Torterra, etc.
Don't mention Shiftry as a target of Signal Beam, you already have it covered with Ice Beam.

Set Details:

Be sure to give Leftovers its own bullet point, simply stating what it does, which is providing passive recovery. Its important to say "x uses this which does this" before saying "x is useful in conjunction with y".
  • Ice Beam is generally preferred, due to its ability to take on both Steelix and Xatu, while getting wide ranging neutral coverage on Pokemon such as Rhydon which could otherwise threaten you. Signal Beam allows for Mesprit to break through opponents such as Musharna and Malamar, which could otherwise significantly threaten it, but greatly weakens its matchup against pokemon such as Steelix and Rhydon.
This doesn't belong in Set Details, remove it.

Usage Tips:

Mention that Mesprit can also use the opportunities when it forces out Fighting and Poison-type Pokemon (with examples). Cacturne is doodoo, replace the mention of it with Shiftry.

I believe the changes have been implemented, though was lacking good examples of targets for ice beam beyond steelix, xatu, and rhydon, so listed gourgeist, may need to change; input would be appreciated.
 
Listing Gourgeist is fine, because being able to KO it is very nice so that Mesprit's Sub isn't broken by Foul Play. I'd also mention it hits Torterra as well, which is a similar scenario to Gourgeist's. Also mention that Psyshock is also nice for dealing better damage versus Lanturn. For team options, I'd like to see Floatzel in there, as it revenge kills most Pokemon that faster than Mesprit, helping it quite a bit in offense matchups, while Mesprit uses Mantine, Lanturn, and Gastrodon as set up fodder.

In Usage Tips, you say to switch in Mesprit to defensive Pokemon like Weezing, but Mesprit doesn't like directly switching in because status destroys this set. Similarly it's not a very reliable switchin to Fighting-types either because it's severely crippled by excess damage and item removal.

It's worth touching on this in Team Options too, because this set relies a lot on maintaining as much health as possible it's important to have other Fighting checks and such.
