Yes but you only get an activity win if your opponent fails to turn up on the scheduled time/not bothered to schedule at all and it's meant to punish people who fail to play, thus the +6 and -6.
 
Edit: I've changed the ruling of giving a +6 to activity winners to just a +3 while losers receives the -6 penalty. Thanks
