So, I am a normal Human by day and can transform into a disguise that allows me to control all aspects of weather. I can do whatever I want and get away with it with my Powered Form and Weather Manipulation has nearly no limits as to what I can do with it.

EDIT: How isn't Weather Manipulation COMPLETELY overpowered.
