Using a Shapiro-Wilk Test, we obtain a P-Value of 0.07 (>0.05), which means that the data is normally distributed.
So, we can calculate the Z-Score of Dragon's WR compared to all of the other types via a simple formula of X - Mean / SD.
This gives us a Z-Score of 2.2, an obvious outlier to the WR's of other types., giving us rather definite proof that Dragon is extremely dominant in the meta.
So what do we do about it?
Assuming council wants to lessen the strength of an objectively overpowered type, some mon has to go and here is the philosophy:

Eventually they get caught and are arrested for their crimes, however, the question arises: Who do we charge? We can't charge everyone because this would take far too long and be too insufficient. Yet, someone must be charged. Often, the person to be charged is the person with the most evidence indicative of the crime. In this case, Gouging Fire.
Gouging Fire heavily centralizes the play against it in most matchups. It's an extremely potent mon that feeds off of its powerful teammates that effectively pressure nearly any type. This leaves gouging able to win once enough pressure is applied to the often dedicated "answer" on most types because of the very powerful attackers that can force certain plays if played correctly. Without Gouging Fire, Dragon no longer has a surefire way to win most matchups just by attacking over and over again. They will have to correctly maintain the health of their attackers against chip from hazards.
While some may point out that Gouging Fire's reason is unique and a somewhat new precedence, I point out to the much earlier case of Sableye-Mega as suggested by Neko. Prior tiering philosophy has pointed out that these types of reasons are valid and should be considered. A mon doesn't have to be outright busted to be banned, but an anaconda that heavily restricts play and therefore meta development and health should also be killed before it chokes enjoyment and innovation out of SV Mono.
