Smogon's Metagame Research Facility has officially released a report about September's usage statistics, and researchers have found Rhyperior having a surge of usage and have found Necrozma having a decline of usage in the OU metagame during that month. Therefore, for this month, the researchers have finally concluded to raise Rhyperior two notches ahead from being an RU Pokemon, while they concluded to drop Necrozma to the UU metagame.

tl;dr: Rhyperior rose to OU and Necrozma dropped to UU! These metagame changes will be legal from the Semifinal round onward.



ADMINISTRATIVE DECISIONS:

Round 1: Karl Dude Guy vs. H3nryng

Speaking of Necrozma, it has come to my attention that Necrozma has seen usage in this tournament despite being an OU Pokemon before the metagame shifts, and this rooted from Karl Dude Guy using Necrozma in two of his games against H3nryng (though it made its appearance only in Game 3). As much as this shouldn't be allowed by UU standards, apparently, his opponent did not notice the appearance of that Pokemon in question (and I didn't notice this until the October metagame shifts happened), thus letting Karl Dude Guy continue on with the tournament.
