Tailwind+Rain Core. X4 speed

Hey guys, I went to VGCs in Long Beach this year and won 8th using A standard rain team. I thought I might kick it up a notch with a quad- speed Rain-Tailwind core.
Im going to try and substitute some speed EVs for some bulk.

Zapdos (Modest) 140 HP, 116 Speed, 252 Sp Atk
@Leftovers
Thunder
Hidden Power Ice
Protect
Tailwind
This set is pretty standard and straightforward. It sets up tailwind. *Can't really find a slot to put Heat Wave, *and i'm running rain, but it eliminates abomasnow -- I will most likely not be lead with toad.

Politoed (Timid) 200 HP, 56 Speed, 252 Sp Atk
@Sitrus Berry
Scald/Surf/Hydro Pump
Ice Beam (Run dmg calc against standard zapdos)
Protect
Hypnosis/Hidden Power something
A must have for a rain team, drizzle of course. I am running some bulk EVs and max Sp Atk for obvious reasons.

Thundurus (Timid) 252 Sp Atk, 200 Speed, 56 HP
@Life Orb
Thunder
Focus Blast
Hidden Power Ice
Taunt/Psychic/Protect
It went Uber for a pretty good reason. Not max speed because I can have bulk--I have tailwind. Kind of iffy though. Any suggestions?

Kabutops (Adamant) 132 HP, 112 Speed, 252 Atk
@Choice Band
Waterfall
X-Scissor
Superpower
Rock Slide
Choice banded waterfall in rain does like 60% in rain to standard cress. *X-scissor is there for Ludicolos, superpower for ferrothorn. Choice banded kabutops is a monster. Thinking about replacing Superpower for Low Kick as Superpower basically negates my band, and ferrothorn is much less abundant then pokes like ttar

Kingdra @ Life Orb
252 Speed, 252 Sp Atk, 4 HP
Draco Meteor
Surf
Ice Beam
Protect
Max speed on this set seems like over kill -- swift swim+tailwind makes me feel to have no need to have 252 speed evs. Help?

As you will see, there are 7 Pokemon on this list. I have yet to test toxicroak on PO. Basically I need to decide how to substitute one (if any) into the team, and know how it fits in.
Whimsicott @ Mental Herb
(Bold) 252 HP, 252 Sp Def, 4 Def
Tailwind
Leech Seed
Protect
Giga Drain/Hidden Power _______
Pretty much Standard erefuun, this time with protect for extra trolling.

Toxicroak*252 HP, 252 Atk, 4 Def
@ Black sludge/Focus Sash
Fake Out
Ice Punch*
Drain Punch*
Protect
I have yet to try out this out on PO Fake out will help me get up an almost-free tailwind. Im trying to figure out where sucker punch fits in, as it will be pretty key in attacking psychic pokes

Extra notes: im thinking about whimsicott because having one tailwind poke may not be enough. Although it sounds ridiculous, my only clear counter is to protect stall and occasionally fire off some hits.
Thank you for your time.

Ok I'm not much of a team rater, but there are a couple of things in here I've noticed, that may want considering. Hope they help

Toxicroak*252 HP, 252 Atk, 4 Def
@ Black sludge/Focus Sash
Fake Out
Ice Punch*
Drain Punch*
Protect
.

Toxicroak most certainly needs Sucker Punch. Without it, he's going to get torn apart by the everpresent Latios, or a Cress that decides to go on the offense. I also find that Sucker Punch makes them switch about, and disrupt the play somewhat. In my experience with Toxicroak in rain as well, it may be worth considering putting him with a Surfing team member, and put Substitute on over protect. It's often easy to get a Sub up, if they think a fake out is coming, and even easier to recover the lost HP, with surf/dry skin/drain punch/black sludge.

I also thought about threats to this team. It seems you don't have much against a Trick Room. If they see the tailwind, and Trick Room, you're going to be going last for sure. The only thing I saw was the Taunt you might have on Thundurus, which is easily countered by Mental Herb. Maybe something to consider considering you rely so much on your speed to give you the advantage.
