It's like a 3 or 4HKO with Steelix's craptacular attack and my not crap defenses. Nice try. Still up to be countered.
 
Actually, standard Steelix (120 At) does 40% - 47% with STAB SE Earthqauke, assuming a Bold nature (a neutral nature is a 2HKO) ;) That`s counter-worthy, I`m sure. Steelix's attack seems to have a reputation like Infernape's defenses; they're bad, but they're not that bad, don't consider it "free switch in woot".

Since your particular Slowbro lacks Surf, Magmortar can come in on anything, and use Thunderbolt, which does around 70% to it.
 
I think assuming you know the opponent's moveset is a bit too much of an assumption to make. Would you honestly switch Magmortar into Slowbro?

It can easily take a hit from it due to it having no EV's or nature...Even if it did, put up Rest and activate Marvel Scale, where it can Sleep Talk Surf and Ice Beam to death...
