Since Tangrowth can only deal damage through Solar Beam and Ice Beam, Blissey comes in easily. Blissey can Calm Mind to lessen the damage from Solar Beam and Ice Beam, while heightening its own SpA. Then, Blissey can set up Substitutes that Tangrowth cannot break, and take down Tangrowth and its Substitutes with Ice Beam.

I can't believe you countered yourself... several times. No patience? Aaaanyway, Hitmonlee takes under a quarter from an unboosted Ice Beam, so he has time to power up.
