Introduction to Chain Fishing
Chain fishing is the process of fishing in the same spot consecutively in a chain, hence the name. The process starts when you encounter your first wild Pokemon in the position you decided to fish in (The ideal position for chain fishing will be mentioned later in the article). Once you've found your first wild Pokemon in your chosen fishing spot, you can either run away or defeat it to continue the chain. Methods in where the chain can end are: If the game tells you that no Pokemon are nibbling on your rod, you move from your initial fishing spot, you access Internet options such as the GTS, use your bike or roller skates, if you reel your rod in too early or late, or if you encounter a shiny Pokemon. The chain continues once you keep on finding a wild Pokemon every consecutive time you fish, the chance of finding a shiny Pokemon increases. How this process works is that the game will try to generate or encounter an extra shiny Pokemon every time a wild encounter of a Pokemon is added to your chain. The formula for how many extra tries the game attempts to generate a shiny Pokemon is: 1 + 2 * cn, cn represents the number of wild encounters you have chained or is in your chain. The maximum the game will try to generate a shiny Pokemon is extra tries which would mean that your chain would've at least contained 20 wild encounters.
Required Items for Chain Fishing
Of course to fish, you'd need a fishing rod obviously. All the types of fishing rods were re-introduced in Generation 6 which means you can either use the Old Rod, Good Rod, or Super Rod to start your chain fishing. You would also want a Smoke Ball, which allows the Pokemon equipping it to have a 100% chance to run away from a battle, which helps you continue your chain if you would like to do so via escaping rather than defeating the wild Pokemon. You can find a Smoke Ball in the Lost Hotel in XY, and in Route 110 in ORAS. As the primary objective of chain fishing is to catch a shiny Pokemon, you will need Poke balls to do so. Mostly Water-types are caught when fishing, thus Net Balls and Dive Balls are crucial in augmenting your chances of catching the shiny Pokemon. Quick Balls are also an option if you'd like to catch them early in the battle, and Repeat Balls can also be considered if you're sure you've caught all the Pokemon in the area before. Healing items would also be recommended, especially if the Pokemon in the specified area are high leveled, this is also safe to your chain as accessing your Pokemon menu does not break your chain.
Pokemon Party Preparations
First of all you would need a Pokemon with the ability Suction Cups or Sticky Hold, this will increase the chance of fishing a Pokemon. Notable choices include Inkay in Pokemon XY, where you can find in Route 8; and Shellos and Gulpin in ORAS, where you can find in Route 103 and Route 110, respectively. You would want to place these Pokemon in the first slot in your part to activate their overworld ability. Having them fainted will work if you would like to use a Pokemon with False Swipe and can endure a lot of attacks in the second slot or giving them a Smoke Ball if you keep them in top health if you would rather run away to continue the chain. Like mentioned in the previous sentence, a high leveled Pokemon that can learn False Swipe and take a lot of attacks will be perfect once you actually find the shiny Pokemon because running away from it would be a complete waste. Candidates for this position is any Pokemon that can learn False Swipe and is at least 10 levels above the average level of Pokemon in the area, however this should usually be no problem since you would normally start to chain fish after you have defeated the Champion and post-game, and by then your Pokemon should be adequately high leveled. A convinient tip to consider would be to leave one or two slots in your party just so that once you've caught your shiny, you can inspect it right away because ideally one or two False Swipers is all you need alongside your Suction Cups or Sticky Hold Pokemon plus an extra Pokemon in case of trainers you've avoided before, which gives you some spots to be able to inspect your newly caught shiny.

An important tip would be that the ideal fishing spot would be an enclosed area of water. Which is when a single water tile or block is surrounded by objects on three sides such as round rocks found in waters and land, as you cannot surf on these objects.
