The idea behind this set is to use the offensive prowess of this Bug in order to weaken the opposite team. I think that the Tera-type mechanic makes this set more viabile despite the 4x SR weakness because it gives STAB even on your 3rd attacking moveslot.
The advantage of this set is flexibility and unpredictability, which is provided by the Tera type although you have to Terastallise with this set.
U-turn is mandatory in every Choice-item set to keep the momentum.
Fire Blast is picked over Flamethrower to wish to reach some KOs after entry hazards.
The loss of HDB is important, but with most Tera types you lower the damage from entry hazards, so I think it is a fine trade-off.

The realest of rain sweepers. Tera flying for real power. Giga drain to keep it healthy. Psychic cause toxapex is a whore. Tera flying to give STAB on hurricane. EVs outspeed Pult at +1 and the rest in bulk. It needs the power to OHKO a few things like Great Tusk before you tera. Overall it's a great set that deserves to be seen. Tera flying also allows it to really set up in front of Tusk and others.

On psychic terrain teams, what do main pokemon such as Polteageist and Armarogue struggle with?Bulky specially defensive pokemons like Slowking and dark types like roaring moon,hydreigon,Ting Lu and Tera dark clodsire.Even booster energy iron valiant can outspeed polteagiest at +2 and kill it. Also if even a single hazard is up,then the polteagiest or sometimes focus sash baxcalibur struggles to setup freely and it becomes really difficult to win the game.Volcarona helps solve all of that problems on its own.With boots,you don't care about hazards and dark types don't like facing Bug Buzz from it.Also what pokemons does psychic terrain teams have a great match-up against, Skeldirge(can get chipped down lot),Great tusk,Dragonite (gets out of multiscale range) and Thunder wave rotom wash.Volcarona can't setup on all of these pokemons but with psychic terrain polteagiest and armarogue,these pokemon can get killed allowing volc to setup on other pokemon freely.Tera bug and swarm means that bug Buzz is going to deal a lot of damage to even resists.

Volc has great versatility, and is great at spreading burns. With reliable recovery, flame body, WoW u turn and Whirlwind, I knew this thing has potential as a decent status spreader and glue Mon. Being a decent check to :iron valiant: is also favourable in this set.

We all know what volc does currently, terras, sets up and sweeps with quiver dance and fiery dance or just annoys you by burning your physical checks while it once again quiver dances on you. What if instead of Fiery dance and Quiver dance as the set up moves, we instead maximised the power between volcs two main stabs?

Utilising Throat spray Volc gets a special attack increase 100% of the time, in a pinch where you need the special boost while still remaining an offensive presence, where you need to break through sub and whatnot vs annoying mons like Hydreigon. The truth is that volc at +1 is scary, volc at +2 is brutal and honestly? Realistically once you get to +3 the entire enemy team will likely fold in lategame scenarios.

Fire Blast is there to maximise damage output, the real fun of the set imo comes from bug buzz and endure. Many players these days expect volc to not even have a bug stab let alone lean into it, utilising endure Volc is guaranteed to get into Swarm range and alongside the Throat spray and quiver dance you can have a pretty realistic set up where you have a +2 special attack,+1 speed and +1spdf and swarm. Even just at +1 the Swarm+Endure combo is notable allowing volc to do things it otherwise couldn't such as always OHKO Baxcalibur ( +1 252 SpA Swarm Volcarona Bug Buzz vs. 0 HP / 4 SpD Baxcalibur: 382-451 (102.9 - 121.5%) -- guaranteed OHKO) and OHKOing Curse Garg and Ironpress Garg with rocks.

+1 252 SpA Swarm Volcarona Bug Buzz vs. 252 HP / 100 SpD Garganacl: 333-393 (82.4 - 97.2%) -- guaranteed OHKO after Stealth Rock
+1 252 SpA Swarm Volcarona Bug Buzz vs. 252 HP / 252+ SpD Garganacl: 262-309 (64.8 - 76.4%) -- 50% chance to OHKO after Stealth Rock

(a pretty funny calc but this also happens, +1 252 SpA Swarm Volcarona Bug Buzz vs. 252 HP / 4 SpD Unaware Dondozo: 321-378 (63.6 - 75%) -- , 0 Atk Dondozo Liquidation vs. 0 HP / 0 Def Volcarona: 260-308 (83.6 - 99%))

What this means is that with Throat spray, Non-unaware mons expecting a fiery dance who can otherwise live abilities at +1 from Volc should be scared shitless.

The Main weaknesses of this set are the fact you are forgoing boots, however at least in my experience Im seeing a strong usage in spikers vs rocks in most teams, and it isn't too hard to fit in mons like Tusk, corv and Hatt into teams who can all act as hazard support for volc, and on more offensive or HO teams that might use a dedicated hazard control lead there would be clear support for this set.

It acts as an alternative to using offensive volc under these circumstances or if you dont want to commit your volc to terra blast as a move slot potentially saving it for another teammate who is more reliant on it.

When backed by Swarm and Tera Bug, Bug Buzz becomes incredibly powerful, even against many targets that resist Bug. For this reason, Substitute can be used to activate Swarm with relative safety. It can also give you more opportunities to boost up with Quiver Dance, which is nice.

For the held item, Heavy-Duty Boots is the obvious choice, but Silver Powder also works, since it boosts Bug Buzz even further, and hazard damage can get you into Swarm range (You should probably still have some kind of hazard control, though...). Petaya Berry also works, since it achieves a similar effect, and you're probably going to activate it when you get into Swarm range.

This set's main purpose is to trap in something that has a hard time breaking through volc such as iron valiant and set up quiver dances while you're healing off any damage taken. You can run leftovers over hdb if you feel you can keep off hazards with the rest of your team, and you can choose fiery dance, hurricane, or bug buzz as your main attacking move with each having their own advantages with hurricane improving matchups against unaware mons, fiery dance having a good attacking type, and bug buzz being a stab with practically no immunities.

I would have used fire spin over fiery dance but above reserved fire spin
This is a set that would replace Talonflame on stall teams that does not need defog (eg 6 boots stall), with vastly superior bulk and more offensive pressure. Fiery Dance is elected as the attack of choice, due to its ability to boost up and become stronger over time, but Fire Spin would work as an alternative (again trying to to trespass on above set), and U-Turn can work for more momentum and pivoting. Generally this is better than Talonflame's standard defensive utility set for stall teams.

Offensive Volc typically struggles a bit against Dragonite, Iron Moth, Cinderace, and opposing Volcarona, although some sets can muscle past them. Tera Rock+Tera Blast gives Volcarona a way to deal high damage to both DNite and Iron Moth, and the 4x super effective hit against opposing Volcarona gives this one a great way to win a Quiver Dance war against them, possibly even sweeping outright as a result. The Rock typing has the added benefit of resisting Fire-type attacks and DNite's ESpeed at the same time.
