Lure in Roserade or Zapdos, and then proceed to wreck them with Mirror Coat. Rindo Berry and Wacan Bery will actually let you survive a hit from whichever one you should choose, and the Special Defense EVs make you more suited to take weaker attacks (ie: Spikes Roserade's Giga Drain), as well as neutral ones, like OTR Cofag's Shadow Ball. Roar is there so that people can't just set up Substitute and shit on you. Scald and Rapid Spin because there's really not much else to do with the last two movesets. You could try Counter for maximum trolling, but I don't think it'd be exceedingly effective without a more physically defensive spread.

The main problem I've always had with Blastoise in UU is that it gets worn down really easily from the same hazards it's trying to spin away. It also has problems with being worn down in general throughout the match, as using Blastoise means forfeiting other bulky Water-types to check the many Fire-types in the tier. With a ChestoRest set, Blastoise can switch into strong attacks a bit more easily, and if it gets hit with a Toxic or poisoned by Toxic Spikes, it isn't necessary in a losing position. It's a mostly standard set, but as others have pointed out, Blastoise's movepool is pretty bad, meaning that it can't do much to beat its checks and counters without sacrificing its ability to use Rapin Spin effectively. With this set, at least it's not so prone to being worn down throughout the match.

Tree.. I think Kitty Mulcher is in that tree. It used Skull Bash (too strong) to break the tree, it's a treeKO.
