Modest Kyogre has sorta been the Moby Robin to my Captain Ahab for a while, and Smogon user @Buckertwas kind enough to donate this "white" whale of mine! The low Attack IV helps too since it lowers Foul Play damage. I've left it untouched since some people may have more custom EV spreads for there team for this thing, but I did level it up (and then reset bag) it to level 50 so I could get Water Spout on Pokemon X!
