Yeah I'm like 99% sure Zapdos isn't legal, the only legal legends I'm aware of are Jirachi, Celebi, and Regigigas (and the banned Sinnoh box trio).
Manaphy (and phione i guess) is available. Its only moves are tail glow, bubble, water sport and charm.

Edit: So if the below is correct, ho-oh, lugia, tornadus, thundurus, and landorus can all be obtained at or below lvl10. The only one who looks like it might make an impact is tornadus who has hurricane/hammer arm/tailwaind, and maybe ho-oh with a stab weather ball in sun.

Illusio's list was very helpful -- here are some Gen 1 sets that may prove successful.

Pikachu @ Light Ball
Ability: Lightning Rod
EVs: 36 HP / 236 Atk / 236 Spe
Adamant/Jolly Nature
- Fake Out
- Quick Attack
- Volt Tackle
- Reversal

Volt Tackle is one of the most powerful moves available at such a low level, and Reversal is there for filler. Fake Out + Quick Attack is a great cleaning tactic, especially if running Adamant.

Pikachu Belle can't use Volt Tackle, but you can use it if you'd rather settle for Thunder Punch. Raichu also has Thunderbolt, which is worth noting, but otherwise seems irrelevant.

236+ SpA Togekiss Air Slash vs. 236 HP / 236+ SpD Clefable: 15-18 (31.2 - 37.5%) -- 0% chance to 3HKO after Leftovers recovery
(I don't know what spread Toge uses, so I went with Modest Leftovers)

Physically defensive stops Honchkrow...kind of. If you come in after a Moxie boost, you can eat one Brave Bird and kill with Disarming Voice (if low enough) or rack up some recoil with Wish. Also, there is not a single Fairy on the viability rankings (though Togekiss should be there), so Clefable would be much appreciated in the metagame. Magic Guard is also available, and you get Healing Wish, which is nice. (EDIT = Forgot it can't use Protect)

Okay this is probably pretty shitty but I thought it would be amusing haha. Your level 10 offensive movepool isn't too awful, so make use of that rare high-power Fairy + Normal STAB.

People have mentioned it, but Cloyster needs a rank. Very strong, and even has Toxic Spikes and Rapid Spin as alternate options.

To be paired with Ninetales. Grass + Rock is pretty decent coverage, Moonlight restores 2/3 HP in sun, and Modest Life Orb Leaf Storm is pretty good and breaking down the opposition. Nature Power gives you Tri Attack, which is solid for neutral damage.

Ditto loses nothing in this metagame. Everyone knows what it does, and I hold to the opinion that Ditto should at least be ranked D rank in any tier it's allowed in due to its unique niche.
