[OVERVIEW]
Torkoal has both access to Stealth Rock and Rapid Spin, which looks good when paired with its great Defense stat. However, it has a bad defensive typing, is weak to all entry hazards, can easily get Taunted because of its low Speed, and has no recovery outside of Leftovers, making it hard to justify using it on a team. Torkoal is outclassed by other Stealth Rock setters like Omastar because of its better defensive typing and ability to take on Pokemon like Lycanroc and Aggron. It is also outclassed as a Rapid Spinner by Pokemon like Hitmonchan, which has a more offensive presence and better ability in Iron Fist.

Torkoal's goal is to set Stealth Rock, use Rapid Spin to get rid of entry hazards, and use Yawn to stop opposing Pokemon from setting up. However, Torkoal struggles to do this because of its own Fire typing giving it a weakness to Stealth Rock, and because it has a hard time keeping itself healthy due to relying on Leftovers. Torkoal is outclassed by Omastar as a Stealth Rock setter because of its better typing that can help with opposing Pokemon like Lycanroc. Torkoal is also outclassed by Hitmonchan as a Rapid Spinner because it is not weak to Stealth Rock and can threaten Stealth Rock setters like Aurorus and Aggron with its Fighting-type STAB moves.
