A defensive set with either Rocky Helmet or Assault Vest is possible, however it's usually not worth it due to Tornadus-T's weakness to Stealth Rock. A physical set with Acrobatics and no item can surprise special walls, however its weakness to Rock is noticeable and requires a very specific team to work.
