Yeah this means spectators/scouting will be a huge issue

this is a very valid question. ie if your opponent is using marowak, you will want to replace sub-punch Ttar with a different set.
scouting wont be an issue, as you will have to stick with your own team for the entire tournament, this goes for your opponets as well.

does this mean that you have to start with the same six in each battle, then you have the choice of using any of the other threee, or you can choose from your nine at the start of any battle. If the second case is true, then scouting could be an issue as the person who scouted would effectively be in "round 2" and can use the most counter-team possible with their pokemon, without having to worry about you countering their counter-team.

yes. You must start with the same six. Always. Then in game 2 and 3 you can switch pokemon if you wish to. Its not mandatory but its a good idea to have a secondary strat or a specific to counter to a team thats a bad match up.

Ill start sign ups tomorrow since husk said it was cool.
