These tier lists are limited to (mostly) viable Pokemon, but are intended to lean more towards being inclusive.
Pokemon within each list are in descending order of their real speed stat.
The first number represents the number of EVs.
A (+ or -) indicates how the nature affects the speed stat.
A second number in parentheses represents the number of IVs, only written out for zeros.
"+ some number" indicates a stat increase either from a Choice Scarf or a speed-boosting move / ability. Specified set-ups are also mentioned.
Post additions / revisions with justification.

Timid Iron Bundle at +1 (612) seems like it should be on here, given you want max speed on it and it'll be benefitting from Quark Drive a lot but you won't necessarily want it scarfed.

The single most helpful update to this thread would be to use minisprites (once fully available) to condense the list so that substantially more is visible at one time.

Added, I wasn't sure what exact spread was used to reach 171 on Ting-lu (either 180 Spe or 120+ Spe), if a correction is needed let me know

180 makes you tankier than 120+ so its fine. a bit of an awkward spread but its good

Electric Seed Hawlucha is definitely a thing, but I'm not sure what speed they run; I presume at least 632 after Unburden, but probably more. Adamant maxes out at 335/670, which creeps 334 Double Dance Miraidon creeping Garchomp. The only reason I question 252/252 is that 44 Defence EVs guarantees survival vs Adamant Chien's Banded Ice Shard at +1 after Rocks.
