Announcement Ursaluna is now unbanned in National Dex

The National Dex OU Council has unanimously voted to unban Ursaluna effective immediately. Ursaluna was initially banned in June of this year via a council vote shortly after its introduction to the metagame. This vote passed by a narrow margin and was particularly controversial with widespread criticism from the community at large. We recognize that this decision was made too hastily and that there was not enough of a grace period to fully observe how Ursaluna would impact the metagame. The Scarlet and Violet Teal Mask DLC has recently introduced a number of new Pokémon into the National Dex OU metagame as well as buffs to existing Pokémon. In tandem with Dragapult's recent ban via suspect test, this necessary period of adjustment within the metagame poses an ideal opportunity to reintroduce Ursaluna.

re: Roaring Moon

Alongside Ursaluna, Roaring Moon is the most requested tiering decision for the National Dex OU Council to revisit. Many of the specific conditions that existed within the National Dex metagame leading to Roaring Moon's initial ban in late 2022 are no longer present. Early Generation 9 National Dex was extremely centralized around the hyper offense playstyle and Roaring Moon found great success thanks to support options like Shed Tail and suicide lead Deoxys Speed Forme, both of which are now banned. Additionally, Protosynthesis and Quark Drive were incorrectly coded on Pokémon Showdown! as a 1.5x boost to the highest stat rather than 1.3x to the highest stat (with the exception of speed).

Given that the circumstances affecting Roaring Moon have changed significantly in the past months, discussions are ongoing among the council regarding how to best handle its fate within National Dex. Roaring Moon notably received access to Knock Off with The Teal Mask DLC which is not an insignificant buff. Although we decided to not vote on an immediate unban of Roaring Moon in this slate, this is by no means a final decision indicating no future action. There will eventually be more to announce regarding Roaring Moon one way or another, and we will likely release a poll for the community to share their thoughts and determine if a suspect test is appropriate at a later date.
