As many of you are already aware, the tutor application requires you to have a couple of references in order to apply. It's recently come to light that some people have slapped references on the application without getting approval of that person, which is completely ridiculous and undermines the entire premise of a reference.
From now on, prospective tutors must show legitimate proof that their references have approved of them, whether it is via screenshot or log. If anybody is caught faking evidence, they will receive a heavy infraction.

Furthermore, I've been in talks with some other tier leaders from smaller communities and we have agreed that it would be a good idea to have an approved list of references in which every prospective tutor must get approval from at least one person from the list in order to apply. This will hopefully even the playing field out a little bit more when people are trying to apply for tutor.
If any tier leader or council member who is already a tutor would like to compile these lists for us to use, that would be great. Note that this only applies to smaller tiers and formats where this might be an issue. OU metagames need not apply.
edit: if you've been a tutor in this program before, don't worry about this.
