ev spread is slightly modified to handle specs kyu-b more effectively. but yeah p2 is a pretty solid answer to kyu-b, typically handling most sets other than banded ones mostly because outrage blows it back completely. p2 can switch on anything kyu-b throws at it, living a neutral draco followed by a -2 one with rocks up, as well as easily living any other move kyu-b throws at it, p2 then cripples it with twave and just wears it down with ice beam / tri attack and gets damage on it if hazards are up.
EDIT: its just a check now since i completely forgot about focus blast at the time of writing this post, so yeah.

Air Balloon Heatran results both of Kyurem-B's STAB attacks, taking minimal damage from them, and is able to retaliate hard with Flash Cannon. Air Balloon it to switch into Earth Power safely, but any other move Kyurem-B uses will break it. It also gets a Flash Fire boost from Hidden Power Fire. Sadly, Earth Power easily OHKOs without an Air Balloon equipped, and Focus Blast does a heafty chunk and can OHKO after any prior damage. Nevertheless, making Kyurem-B click anything other than its STAB attacks it for sure a plus, and Heatran solidly checks it.

Slowking is an excellent and reliable counter to Kyurem-Black, first of all, it's immune to ice beam burns because it has scald, it's also got a neat ability to check Kyurem-B consistently throughout the game instead of being somewhat of a one trick pony, or being easy to freeze. Slowking is also very good in the current metagame, people often prepare for Slowbro simply overpowering it with special attacks, Slowking isn't broken by this.

Defensive Mega Scizor is a pretty solid switch in. It tanks Kyu-B's STABs well enough, taking little from Ice Beam and being able to stomach two Draco Meteors and heal up. It also takes Earth Powers well enough and can use the opportunity to set up with Swords Dance or 2HKO with Bullet Punch. The only thing Scizor fears are Focus Blast and HP Fire, the former being able to 2HKO after Rocks and the latter... yeah it's a lot of damage.

Garchomp can't switch in on it, but it outpaces and OHKOs with its choice of Dragon-type STAB. The first set is slashy AF but IDGAF because I wanted to list all viable variants (Dragon Rush is an option on sets without SD because Dragon Claw is disgustingly weak without a boost and because it doesn't lock like Outrage does, making it ideal if you're an advocate for power>accuracy like I am--and its not as if it lacks a reliable STAB anyway 'cause EQ exists).

Mega Diancie doesn't want to switch-in at all except if you're a prediction god and come in on a predicted Draco Meteor, but it can easily revenge kill it with Moonblast since Mega Diancie outspeeds it.

Specs terravolt epower is really nice for blowing back levitators.
Unless that levitate user is Bronzong or some funky SpD Rotom-W, this is false unless you're particularly insistent on keeping your Kyurem in against your opponent's Kyurem answer that they bring in after you KO something, and when your opponent sees that your Kyurem isn't taking LO recoil is gonna be pretty obvious that its choiced in some shape or form and, as such, they are going to go to something that resists/is immune to whatever you're locked into anyway.

The applications of Teravolt on Choice Specs are incredibly limited, given that the only genuine utility it provides is hitting the ultra-rare Bronzong for an Earth Power OHKO, the ultra rare Mega Aggron for more damage in a 1v1 situation (although it still fails to OHKO after rocks 81.2% of the time) and OHKOing Mega Venusaur through Thick Fat. As such the vast majority of the appeal of the set comes from the surprise value that it entails (as Ara mentioned in his edit of the post).

If you're not going for surprise value (which is actually a disgustingly big selling point of the set) you might as well just run base Kyurem because MVenu is 2HKOed anyway, Mega Aggron is 2HKOed and Bronzong is one of the most irrelevant 'mons in the meta--not to mention that its covered by people's bog-standard steel answers anyway (if your team gets walled by Bronzong its walled by most steels and, as such, needs reworking). Also if you sac Kyurem off to a Stone Edge or Gyro or something at least you know that you're knocking an extra PP off of them.

We use Kyurem-B because Teravolt makes prediction easier, and Choice Specs is all about predicting.
With Teravolt, Earth Power is more viable to click (say, you have Heatran and Gengar left against Kyurem... with normal Kyurem, you can't spam Earth Power, can you? or anything else since Heatran resists everything except Focus Blast... which Gengar is immune to).

Also, Flash Fire users can't absorb HP Fire, Thick Fat users will take full damage from Ice Beam (and everyone uses Grumpig, it's a dangerous threat. Also, Mega Venusaur).

Kyurem-B already KO anything it needs to anyway, and a plus base 10 in defense never hurts.
