Tbh Chansey is probably the best counter, it's immune to freeze because it can just switch and even then it takes nothing from Cube's attacks. Slowking is probably the second best bet

You never specified which you wanted it as, so I had to guess what you wanted. I went with check because of this calc:

252+ SpA Choice Specs Teravolt Kyurem-B Ice Beam vs. 252 HP / 128+ SpD (Your spread) Mega Audino: 153-181 (37.3 - 44.1%) -- 99.6% chance to 2HKO after Stealth Rock and 1 layer of Spikes

Audino has no leftovers, relies on WishTect for recovery, and is not immune to any hazards or status, so it's worn down very easily. KyuB's 2HKO on it is practically guaranteed given 25% of prior damage, which is pretty easy to achieve given the above reasons (it'll repeatedly switch into sr/spikes, possibly get scalded/wowed by waters, get poisoned by passive mons/tspikes, etc). You could make the argument that Regenerator before mega evolving lets it bypass this issue, but non mega audino is always 2hkoed by ice beam and focus miss, which makes it less reliable.

I can change it to a counter, though, if you want – I just wanted to show my reasoning for choosing check.

Ferro resists every move in CB Kyu-B's arsenal. With an Adamant nature, Ferro is taking 37.5 - 44.3% from Outrage as shown above. As such, it's able to switch in, tank the attack, and proceed to KO back with Gyro Ball (78.2 - 92.5%) because Kyu-B will have taken 2 rounds of Iron Barbs damage in the process. Should Kyu-B be locked to another move other than Outrage where it's able to switch afterwards, Ferro can take the chance to Leech Seed whatever comes in and heal back some health to stay in good shape. SR is another move Ferro can click in this situation to limit Kyu-B's switch in opportunities. Spikes can be used as well should another Pokemon on your team carry SR. All things considered, Ferro is a solid counter, also being able to check special variants of LO Kyu-B decently assuming they lack HP Fire. Other options like Protect can be used over Power Whip to make gaining health with Leech Seed easier and turn Ferro into an even more consistent answer.

switching into band kyu-b reliably is actually near impossible since its coverage is enough to shred through fairies and its stupid damage output just blows through most steel types with fusion bolt for skarmory. so i'm just gonna go with one of the better offensive switchins that can handle kyu-b fairly well if its locked into outrage, and if metagross has mega evolved. it also lives any one hit from kyub and handles switching into its other moves well, though it's not an amazing switchin until you know it lacks earth power, but even in worst cases, it usually lives ep outside of specs sets.

While it's a bad idea to hard-switch into Banded Kyurem-B with almost any mons (including M-Diancie), she can at least switch into Kyurem-B's most spammed move, Outrage, without losing a single HP. In most situations though, M-Diancie will face it after a safe switch-in or after Kyurem-B has made a victim of its raw power. Then, if it's foolish enough to stay on the field, M-Diancie will outspeed and OHKO it with Moonblast 15 times out of 16, and that's if Kyurem-B hasn't taken any prior damage (indeed, M-Diancie always OHKOes if Kyurem-B has lost only 1HP).

Klefki certainly isn't the most reliable check in the world, as Fusion Bolt does massive damage, but Klefki is free to switch into either Dragon Claw or Outrage and 2HKO with Play Rough back after any prior damage. Iron Head also fails to 2HKO. In worst case scenario, it can at least paralyze Kyurem-B with Thunder Wave before going down, allowing a teammate to easily revenge kill it. SpD Klefki works as well here, but it's always 2HKOed by Iron Head, hence I went with physically defensive.

this poke is good against the majority of pain in the necks for fat teams, so it's good vs band kyube too; said threat is usually paired with mag, which makes doublade a nice check as ghost types are immune to being trapped by magnet pull. it switches into pretty much everything well bar fusion bolt which is a 3hko at best while you can just click gyro, toxic or heal up!

With the aid of SR, Steelix Mega 2HKOes CB Kyurem-B before the opposite happens. Mega Steelix is a solid counter to Kyu-B, but SR are required to avoid being killed from the monster it is supposed to counter due its low Spe and the astonishing power of a CB Adamant STAB Outrage.
Sandstorm helps Mega Steelix to avoid the help of SR.

Keldeo is a good check to Kyurem-Black because it's faster, and OHKOes it with Secret Sword. Whilst it wouldn't like to switch into Outrage or Fusion Bolt, bringing it in when a teammate faints, or through slow Volt Switch/U-turn is the best way to send it out safely. If Stealth Rock is present on the opposing side of the field, this makes it even easier for Keldeo to take Kyurem-B out.
