CM Clef has already been done before, but the previous set didn't primarily feature T-wave, which is a really common move that stops certain 'mons from being reliable switch-ins. So for this let's try to find mons not hindered by T-wave.​

This is one of the few reasons to use Roserade in OU. Natural Gift is a pretty big deal in this situation, forcing Clefable to go for Thunder Wave each time Roserade switches in if it wants it to remain paralyzed. Moonblast doesn't do too much to Roserade, while Sludge Bomb has a small chance to OHKO Clefable in return. Sleep Powder is much better in general, allowing Roserade to apply offensive pressure by putting its checks to sleep. Synthesis, however, gives Roserade a way to keep itself topped up, which allows it to keep up with Clefable's longevity for a little longer.

nidoking is one of the single best clefable counters in the tier, being immune to thunder wave, resisting moonblast and taking fairly low damage from all of clefs other options apart from ice beam. nidoking switches in and threatens an ohko on clefable or a 2hko if clef has boosted with cm previously.

Magnezone makes for a suburb counter to Calm Mind Clefable. Thanks to its Steel / Electric-typing and decent enough bulk, it is immune to Thunder Wave and takes less than 20% from Moonblast. Magnezone can proceed to Volt Switch on a predicted switch to gain momentum for its teammates or OHKO Clefable with Flash Cannon (or easily 2HKO if Clefable Calm Minds on the switch in, but usually the Clefable user will want to switch it out). Even if Clefable somehow gets to +2 with Calm Mind beforehand, Magnezone is still capable of breaking past it. (If you let a Clefable get to +3 without switching in your counter, well then you deserve to lose lol)

Specially Defensive SD Gliscor is an okay counter to CM + Thunder Wave Clefable. It's immune to Thunder Wave, and assuming Clefable uses CM on the turn Gliscor switches in, +1 Moonblast will do 38.3 - 45.1% on the following turn. As such, Gliscor can comfortably SD to +2, proceed to EQ for 54.8 - 64.7% worth of damage, and ultimately win the encounter 1v1. The cool thing about Gliscor as a counter is its immunity to Spikes, which are commonly used alongside Clefable to wear down its checks and counters. This combined with reliable access to recovery between Roost and Poison Heal to keep itself healthy makes Gliscor a solid overall answer.

This set is actually something cool I've been testing a little bit recently after seeing Snowy. use it.

Basically Magic Bounce makes Xatu a really big threat against more passive teams which usually rely on hazards, and status to deal large amounts of the damage they deal. In the case of Clefable, it uses Thunder Wave in order to grant itself a larger number of setup opportunities that eventually allow it to bs past stuff it shouldn't beat.

Thanks to Magic Bounce, Xatu can't be Thunder Waved, and barring a crit Xatu's decent bulk allows it to stomach neutral Moonblast and can setup alongside Clefable. Once the boosting war is over, Xatu simply overwhelms Clefable with a boosted Stored Power.

Colbur Berry Xatu is meant to be used alongside Dugtrio. Tyranitar is one of the biggest threats to Xatu, as not only does it take very little from Xatu's attacks, but it can also Pursuit Xatu for massive damage. The Colbur Berry allows Xatu to escape a Pursuit and then trap the Tyranitar with Dugtrio so that it is no longer an issue. Heatran also takes very little from all of Xatu's attacks so Dugtrio can be useful support for that too.

The Spe investment allows Xatu to outpace the likes of Jolly Mega Heracross, Mega Scizor, and Adamant Excadrill, which can be useful to pick them off with a Heat Wave. The remaining Def investment gives Xatu a good chance to be able to switch into, and Roost stall Ferrothorn's Gyro Ball. It also avoids the 2HKO from Mega Sableye's Foul Play or Knock Off (Once Xatu's item has been knocked off) and Stallbreaker Talonflame's Brave Bird.

Steelix shrugs off Clefable's attacks, is immune to T-wave and OHKOs with Heavy Slam. Steelix is particularly notable as it is probably the only viable rocker that doesn't get boned by any of Clefable's variants, which is pretty big when you consider that Clefable is the best Pokémon in the game. There's a better spread (I calculated it recently) but I can't remember what it is and sure as hell can't be asked to look through my teams for it.

Though it's certainly not the best Mega all-around, Killer Bee can act as a nice Fairy check and excellent momentum grabber for its team. In this case, it can even come into Clefable's Moonblast at +1 without losing too much HP (or do we say too many, since it stands for "health points"? hmmm... anyway, back to M-Beedrill) due to its typing and decent SpDef. I return, Killer Bee easily outspeeds and OHKOes Clefable with a powerful Poison Jab to the face. Clefable's only way to deal with M-Beedrill is to use Thunder Wave on the switch, as a paralysed Bee is a dead Bee. Therefore, it's still recommended, if possible, to switch M-Beedrill in via VoltTurn or after one of its teammates got KOed.

While not really the safest switchin, if Bisharp gets in on Clef, it really has nothing to fear: while Moonblast does 2HKO 89.1% of the time, as long as Bisharp is healthy it can either SD up, in which case it doesn't have to worry about T-Wave either due to Lum, or it can Iron Head for the skillful flinch, and even without a flinch, Clef is comfortably 2HKO'd:

252+ Atk Bisharp Iron Head vs. 252 HP / 172 Def Clefable: 294-348 (74.6 - 88.3%) -- guaranteed 2HKO after Leftovers recovery

+2 252+ Atk Bisharp Iron Head vs. 252 HP / 172 Def Clefable: 584-690 (148.2 - 175.1%) -- guaranteed OHKO

And a nice thing is that Clef even has to be wary about clicking Moonblast or else it may risk raising Bisharp's attack due to the SpA drop from Moonblast, so all in all, this is a very solid check to this Clef set.

Edit: Adamant LO Bisharp's Iron Head OHKO's Clef most of the time if you just want to beat it without having to resort to boosting or 2HKO'ing Clef, although you will have to be careful with Clef players that just love throwing T-Wave all over the place if you decide to go with LO over Lum Berry, so I'd say Lum helps you provide a more consistent check, although LO is still a great option:

Amoonguss does a nice job countering Clefable, due its decent defense stats and its moves such as Clear and sluge keep it on under control. Clear Smog prevents to become a setup fodder and Sludge Bomb forces your opponent to make a switch.

Dragalge is a nice Check to CM + TWave Clefable, as even after a CM, Sludge Wave 2HKOs Clefable and due to it's low speed, Dragalge doesn't really mind being Thunder Waved besides the hax that comes from it. Dragalge can even set up Toxic Spikes on Clefable if it wants, and it's massive special bulk lets it take Moonblasts comfortably as well.
