Great bulk, good typing, and access to Shell Smash make Wartortle a solid sweeper. Shell Smash allows Wartortle to outspeed all Pokemon except the fastest of Choice Scarf users like Haunter and Torracat and bolsters its mediocre Special Attack to wallbreaking levels. Hydro Pump helps Wartortle clean up teams, albeit with shaky accuracy; after a Shell Smash, it also secures important 2HKOs on Pokemon like Galarian Corsola and physically defensive Mareanie. Surf is a safer STAB option that, while not as strong, won't miss at a crucial moment. Ice Beam rounds out Wartortle's coverage, allowing it to hit Grass- and Dragon-type Pokemon such as Roselia and Fraxure. The last slot is adaptable to what a team needs. Rapid Spin allows Wartortle to also provide entry hazard control for the team if it needs it. Alternatively, Substitute allows Wartortle to set up more easily while also getting it into Torrent range and providing more opportunities to setup. It also blocks off detrimental status conditions that could cripple it and limit its ability to sweep. Lastly, Aura Sphere allows Wartortle to hit bulkier Steel-types more safely as well as Pokemon that can come in and tank its coverage such as Ferroseed.

Wartortle should be used mid- or late-game to sweep vulnerable teams. To this end, the Pokemon that most often check Wartortle, Galarian Corsola and Mareanie, should be in range of a KO before you attempt to set up Shell Smash; otherwise, they can easily remove Wartortle's boosts with Haze and recover. Knock Off users such as Machoke and Galarian Linoone make excellent partners, as they can get rid of Eviolites from bulkier Pokemon that could otherwise tank a hit. Entry hazard support from setters like Carkol and Clefairy makes it it much easier for Wartortle to finish off teams. Charjabug also makes for a good partner, as Sticky Web and Thunder Wave help to cripple faster Choice Scarf users. If you're carrying Substitute, defensive Pokemon like Carkol that don't have a way to do significant damage become setup bait. Dual screen and Aurora Veil setters like Morgrem and Alolan Vulpix ease setup and make breaking a Substitute harder. While Wartortle is bulky, pivoting it in with Parting Shot and U-turn users like Torracat and Raboot makes it more sustainable. Wartortle struggles against Water-types such as Brionne, so teammates that can get rid of them like Roselia and Gloom make great partners. Wish and Healing Wish support from Pokemon like Clefairy and Hattrem also allows Wartortle to set up multiple times throughout a match. Lastly, Pokemon that can stomach Grass- and Electric-type moves like Roselia and Piloswine make for good partners.

Great bulk, good typing and access Shell Smash makes Wartortle a solid sweeper in the metagame. Shell Smash allows Wartortle to outspeed all unboosted Pokemon in the tier, being outspeed by only the fastest of Choice Scarf users like Haunter and Torracat. Shell Smash also bolsters Wartortle's mediocre Special Attack to wall breaking levels. Hydro Pump is Wartortle's strongest STAB option that helps it clean up teams better, albeit with shaky accuracy too vague mention what it hits and notable 2hkos like Gorsola and phys def Mareanie Surf is the safer STAB option that while not as strong, won't miss in a crucial moment. Ice Beam rounds out Wartortles coverage allowing it to hit Grass and Dragon Type Pokemon such as Roselia and Fraxure. The last slot is interchangeable to what a team needs. Rapid Spin allows Wartortle to also act as hazard control for the team if it needs it. Substitute makes Wartortle setting up easier while providing more opportunities to do so. Defensive Pokemon that don't have a way to do significant damage now act as set up bait for Wartortle this belongs in the next paragraph. Substitute also allows Wartortle to get itself into Torrent range if it needs more power to break past a bulkier threat move this to the first sentence it doesn't need to be this long. Aura Sphere allows Wartortle to better hit the Water bulkier Steel-types and type Pokemon that can come in and wall its coverage such as Ferroseed.

Wartortle should be used mid to late game to sweep vulnerable teams. make a note that haze users like Gorsola and Mareanie should be in range of ko after smash. here I want Knock off users machoke, glinoone etc.
Hazards setters like Carkol and Clefairy are good teammates as hazards make it much easier for Wartortle to finish off teams. Mention charjabug webs, mention veil and how it pairs well w sub, mention what mons are safe for tortle to come in and use sub as well. mention pivots like torra. Wartortle struggles immensely against Water types Pokemon in general such as Brionne so teammates that can get rid of them like Roselia and Gloom make great partners. clerics/wish passers like clef and hattrem. Lastly Pokemon that can stomach Grass and Electric type moves like Roselia and Piloswine make for good partners.

qc 1/2 good job

Good stuff. QC 2/2, once implemented.
As a sidenote, probably a good idea to check capitalisation of move names to make it easier for GP team.

Sticky Webs setters like Charjabug also make good partners as Webs help Wartortle against Choice Scarf users Charjabug also makes for a good partner as Sticky Web and Thunder Wave help to cripple faster Choice Scarf users. (Personally, other sticky web users aren't really viable, so I'd probably focus on how Charjabug also has Thunder Wave to deal with Scarf Haunter which doesn't care about Webs). If your carrying Substitute, defensive Pokemon like Carkol that don't have a way to do significant damage now act as set up bait.
