Weavile bug

When creating a Weavile in Shoddy Battle, I am completely unable to make him learn Low Kick. The move does not populate the move list, and I know it should because many people have confirmed it for me.

Is there anything I can do? Also, sorry if this isn't where bugs go but I couldn't find anywhere else.
 
You're probably selecting 'Standard Metagame' when entering the Team Builder. Low Kick is a HG/SS move for Weavile so you need to select 'Smogon University' when entering the Team Builder, since it has all the new moves implemented.
